How to set up conversion tracking in Google Ads for leads: create form, booking, call and import actions, set value, count and window, then test each.

To set up conversion tracking in Google Ads for leads, create one conversion action per lead path (form, booking, call, and an import for leads qualified later), set each one's value, count, window and primary status, and install the Google tag. Then trigger every action once to prove it records, in the order below.

Before you create actions

Check 1: Are auto-tagging and call reporting on?

Do: Open the Auto-tagging and Call reporting sections.
You should see: Tag the URL that people click through from my ad checked: auto-tagging is needed to import offline conversions and to track conversions on all browsers. Call reporting on, so calls from your call assets can count as conversions.
If not: Turn both on and save. If your site errors on the gclid parameter, have your developer allow URL parameters first (auto-tagging manual).
Careful: Running CallRail numbers on your ads? Google says you can turn call reporting off for third-party call tracking; connect CallRail and skip checks 3 and 11.

Create one action per lead path

Check 2: Does each form and booking have its own website action?

Do: Select + Create conversion action, then Edit data sources for Conversions on a website, enter your domain and select Scan. Choose the category Submit lead form or Book appointment, then + Create conversion from the Google tag.
You should see: One action per form and one for the booking. A lead that lands on a thank-you page needs only Automatically without code with URL contains.
If not: No thank-you page: pick the form submission event type in Automatically without code, or Manually using code, which Google requires for button clicks. GA4 linked: build it from a key event (link GA4 to Google Ads). Calendly: the Calendly manual.

Check 3: Do calls have their own actions?

Do: Select + Create conversion action, Conversions from phone calls and the category Phone call lead, then under +Conversion action pick Calls from website visits.
You should see: That action next to Calls from ads, Google's default once call reporting is on. Both count a call that lasts longer than the minimum length you set; Calls from ads uses Google's AI rating of the recording instead when recording is on.
If not: Set the length to your shortest real inquiry. A phone snippet swaps your site number for a forwarding number.

Check 4: Is there an import action for leads that qualify later?

Do: Select + Create conversion action, then Conversions offline, connect a data source or skip it for now, and pick Qualified leads or Converted leads.
You should see: The action with a connected data source. Without one, it records nothing.
If not: Connect it, and upload no sooner than 4 to 6 hours after creating the action, or those conversions can take 2 days to show.
Careful: For new setups, Google recommends enhanced conversions for leads over a plain click-id import. Compare the two.

Set what each action counts

Check 5: Does each action carry a value?

Do: Open the action, select Edit settings, then Value.
You should see: Use the same value for each conversion on form, booking and call actions, with the amount each is worth to your business, not Don't use a value for this conversion action, which Google marks not recommended.
If not: Change it and save; it applies only to later conversions. CRM values: what value to send.

Check 6: Is Count set to One on lead actions?

Do: Open the action, select Edit settings, then Count.
You should see: One on form, booking and call actions: one conversion per ad click, Google's setting for when you care whether a lead was generated.
If not: Select One, Save, then Done. Website actions default to Every; changes apply going forward.

Check 7: Is the click-through window longer than your lead cycle?

Do: Open the action, select Edit settings, then Click-through conversion window.
You should see: A window longer than the time from ad click to lead, and on the import action, from click to qualification. The default is 30 days and the maximum 90, by source; a later conversion is not recorded.
If not: Lengthen it, using the time lag report in attribution reports; changes apply going forward.

Check 8: Are only the actions you bid on primary?

Do: Find the goal that holds the action, select Edit goal, and under Conversion action optimization choose Primary or Secondary (observe only).
You should see: Each lead counted by one primary action. Primary actions fill Conversions and bid when their goal is used for bidding; secondary ones report only in All conversions unless a custom goal includes them, and actions created from GA4 start as secondary.
If not: Set duplicates to secondary in one pass: Google says goal changes during Smart Bidding's 7 to 14 day learning phase reset it.
Careful: In a multi-location US medical practice's Google Ads account, CallRail's native integration sent calls into several call actions, all set to primary, next to a qualified-call upload I built, and the choice there was one primary path.

Install the tag

Check 9: Is the Google tag on every page, installed one way?

Do: In the action's Tag setup section, copy the Google tag for every page, plus an event snippet for the conversion page or a phone snippet for pages that show your number. URL actions need only the Google tag. In Tag Manager, select Use Google Tag Manager and paste the Conversion ID and Conversion Label into a Google Ads Conversion Tracking tag, beside the Google tag and a Conversion Linker tag in the container.
You should see: One install, in the page code or in Tag Manager. Google advises consolidating to a single method and warns that double-tagging can cause duplicate conversion reporting.
If not: Remove the second install. Guides: Google Tag Manager setup, finding the conversion ID and label.

Test each action

Check 10: Does Tag Assistant verify each website action?

Do: Hover the action's status, select Troubleshoot and Continue, enter a landing page rather than the thank-you page, select Connect, submit the form or book, then select Finish.
You should see: The action verified in Google Ads about 30 minutes later. A test visit not from an ad adds no conversion, since Google records one only after an ad interaction.
If not: I thought I already triggered it shows the failed result with Google's fixes. In Tag Manager, test in Preview first (Tag Assistant manual).
Careful: Ad blockers and consent tools can block the Google tag; see Consent Mode v2 in Tag Manager.

Check 11: Does an ad click swap your site number?

Do: An hour after setup, search for your ad and click through to your site, as Google suggests; the click is charged.
You should see: A Google forwarding number in place of yours.
If not: Add the phone snippet to that page with the number exactly as shown, and delete the gwcc cookie before retesting.

Check 12: Does each action show a healthy status?

Do: Two days after installing the tag, read the Status column; it can take up to 48 hours to update.
You should see: Active. Awaiting conversions means nothing recorded in 7 days, often a new action, paused campaigns or low traffic; Misconfigured means recording stopped.

After every action records

Compare a week of Google Ads conversions with your CRM's leads and account for the gap. Then feed the leads your CRM qualifies into the check 4 import, so bidding learns which clicks became customers. That loop is what I build in marketing analytics.

Frequently asked questions

Should a lead conversion action count one conversion or every conversion?

For form, booking and call actions, One. Google then counts one conversion per ad click and describes that setting as the choice when you care whether a lead was generated rather than the number of sales. Website and import actions default to Every, and a change to Count applies only to future conversions.

How do I test Google Ads conversion tracking without clicking my own ad?

For website actions, launch Tag Assistant from the action's status in Goals > Conversions > Summary, trigger the form or booking on your site and select Finish. Google shows the action as verified about 30 minutes later. A test visit that did not come from an ad adds no conversion to reports, because Google records conversions only after an ad interaction. Checking the forwarding number on your site does need a real ad click, which you pay for.

What conversion window should I use for leads in Google Ads?

One longer than your leads take from ad click to conversion, which the time lag report in attribution reports shows. Google's default click-through window is 30 days, you can set 1 to 90 days depending on the conversion source, and Google recommends at least 7. A conversion after the window is not recorded, and a change applies only going forward.

Which conversion category should a booked appointment use in Google Ads?

Book appointment, one of Google's lead categories next to Submit lead form, Request quote and Contact. Calls set up under Conversions from phone calls use Phone call lead, and an import of leads your CRM qualifies or closes later can use Qualified leads or Converted leads.
